Funding Goals and Benefits
The 1990 Institute's goal of funding the Pucheng Microfinance Program is to enable the Pucheng County Women's Sustainable Development Association (PCWSDA) to build up to a service level of 5,000 outstanding loans within two to three years. With an average loan size of RMB 2,000 (approx. $300), RMB 10 million ($1,500,000) will be required to provide this level of service. With a loan portfolio of this size, revenues will be able to cover operating and financing costs, earn a risk premium and have sufficient reserves to cover bad debts and unexpected catastrophic events (e.g., drought). This level of financing service will enable PCWSDA to be self-sustaining and gain access to traditional sources of capital.
PCWSDA currently has a capitalization of $300,000; therefore, the Institute's fund raising goal is $1,200,000 over the next 2-3 years. The Institute will donate funds to PCWSDA in increments based on its level of performance and its ability to absorb new capital.
Funds raised by The 1990 Institute and lent by PCWSDA will yield very tangible benefits. A weaving loom can be purchased for $50; $200 will start a pig farm; $500 can purchase 1,000 chicks that can be raised to lay eggs; $10,000 will enable 30 households to plant orchards of 100 pear or apple trees each; and $50,000 will fund 350 new businesses in five new villages.
Currently, 100 percent of funds raised are donated to PCWSDA due to a decision by the sponsors not to deduct their overhead costs. This short-term strategy will speed the development of PCWSDA and maximize the scope of its loans. As PCWSDA grows, the Institute will cap its overhead at no more than 5 percent of funds raised for the Pucheng Program.
