Shaanxi Provincial and Pucheng County Women’s Federations These provincial and local federations are local branches of the All-China Women’s Federation (ACWF). ACWF is a quasi-government organization with branches in every province and county in China. Their mission is to improve the status of women and children in China. The local branches provide professional and social services, and education and training to women and children in each locality. For PCWSDA, the Shaanxi Provincial and County branch personel also provide supervision, staff training, and government liaison support. For example, the current vice chairwoman of the Shaanxi Provincial Women's Federation is also the chairwoman of the PCWSDA Board of Directors. (See http://www.womenofchina.cn.)
Plan China (“PC”): Plan China, headquartered in Xian, is the country office of Plan International, a global charitable organization based in England and operating in 48 countries. Plan China's staff of 150 provides health care, education and training, environmental protection, economic development, and technical services to the rural poor, focusing on women and children. It builds schools, sanitation facilities, and irrigation systems. It also provides training to teachers. Plan China provided the initial RMB 1.5 M ($220 K) in seed capital to start PCWSDA, has a local office in Pucheng, and continues to provide capacity building and supervision.
