Shaanxi Provincial and Pucheng County Women’s Federations These provincial and local federations are local affiliates of the All-China Women’s Federation, a quasi-government organization with the mission of improving the status of women and children in China. They provide professional and social services, education and training to women and children in their locality. For PCWSDA, they also provide supervision, staff training, and government liaison support. (See http://www.womenofchina.cn.)
Plan China (“PC”): Plan China, headquartered in Xian, is the country office of Plan International, a global charitable organization based in England and operating in 48 countries. Plan China's staff of 150 provides health care, education and training, environmental protection, economic development, and technical services to the rural poor, focusing on women and children. It builds schools, sanitation facilities, and irrigation systems. It also provides training to teachers. Plan China provided the initial RMB 1.5 M ($220 K) in seed capital to start PCWSDA, has a local office in Pucheng, and continues to provide capacity building and supervision.
