May 28-29, 2004: International Conference on SOE-Governance Reform in China

The 1990 Institute and the Shanghai Academy of Social Sciences jointly hosted a conference in Shanghai on the reform of state-owned enterprise governance in China.

Currently, this is one of the prime policy subjects in China, with the top leaders pledged to push through a reform program in the next few years. A State-Owned Assets Supervisory and Administrative Commission (SASAC), reporting directly to the State Council, was established in March 2003 to prepare the way for the reform program, which was officially launched in February this year. The program calls for a nationwide structure of state-assets management commisions to supervise the operation of state-owned enterprises within their jurisdictions, and the enterprises to adopt a limited-liability, corporate form of governance, to be responsible for their profits and growth. It is marked as the next major step in the building of a socialist market economy.

The conference will focus on the implementation of the program. The 1990 Institute has agreed to bring foreign experts to discuss the issues with the experts in China invited by the Shanghai Academy. Out of the discussion, a policy paper summarizing the results of the conference will be submitted to the top leaders. In addition, the two co-sponsors plan to publish the papers and proceedigs of the conference. Participation in the conference is by invitation only.
